New legislation is introduced during state legislative sessions. How legislation is processed and passed may vary from state to state, but each have prescribed steps to propose, consider and enact laws. Transitioning an idea into state law involves multiple steps designed to prevent hasty, uninformed decisions affecting state citizens.
Hundreds if not thousands of ideas are considered for state law. Much fewer are proposed as law. Very few are enacted into law.
