Authors Gwyn Kirk and Carolyn Bowen Francis examine the U.S. military's presence in South Korea, Japan, and the Philippines: their reasons for maintaining a presence, the adverse impact of military training and culture within the host countries, and the Status of Forces Agreements (SOFAs). They call for significant reform of U.S. policy and practice, to safeguard East Asian communities from crimes perpetrated by U.S. military personnel, to make provisions for the mixed-race Amerasian children left behind.
